The system is national and highly codified: the managing authority is the CAP Managing Authority within the Ministry of Agriculture, while the paying agency is the Hungarian State Treasury (Magyar Államkincstár). Calls ('pályázati felhívás') use codes of the form KAP-RD<number>-<n>-<year> and are published on the dedicated portal kap.gov.hu, which in practice has replaced palyazat.gov.hu for agriculture. A distinctive feature is submission in 'beadási szakaszok': short windows (usually two weeks) repeated several times over the validity of the call, with phased assessment. Applications are submitted electronically. Before publication, each call goes through a public consultation ('társadalmasítás') on the same portal, which makes it possible to anticipate future openings.
Not verifiable from the institutional sources consulted. All the KAP calls examined require the applicant to be entered in the Ügyfél-nyilvántartási rendszer (the register of beneficiaries) of the Magyar Államkincstár at the time of application, and to fall within one of the Hungarian categories of agricultural producer (mezőgazdasági termelő, őstermelő, egyéni vállalkozó, szociális szövetkezet). No open source states specific conditions for non-resident entities.
