How this catalogue is built

A list of funding calls is worth exactly as much as its sources. Here is where every figure comes from, what we chose not to publish, and where the catalogue is still thin.

The three rules we follow

First: nothing without a source. Every record starts from an official page that was actually opened and read — a regional portal, a rural development programme site, a ministerial decree. Consultants’ websites are used to find the trail, never to supply the data.

Second: an empty field beats a plausible one. Where the budget or the aid rate is not published in plain text, the field stays empty. Today 99 active calls carry no budget declared by the managing body: you will find it in the call document, not here.

Third: the date prevails, not the label. Portals routinely keep schemes whose deadline has passed under “open calls”. The status shown here is recalculated from the published dates: if the body says “open” but the deadline is gone, the call reads as closed, and the record says so.

What we cover

The scope is the farm and the agri-food business across the European Union: Italy’s 21 regional rural development complements, the CAP Strategic Plans of the other member states and their regional layers where support is issued regionally (Spain, Germany, Belgium, France, Austria, Portugal), sectoral interventions, national State aid schemes, and EU calls under direct management.

Local action group (LEADER) calls are included only where they already surfaced. Schemes with no bearing on the sector are left out.

How it stays current

Automated collectors read the 259 portals listed on this page and propose what is new. Nothing is published automatically: every candidate goes through an editorial review that checks dates, amounts and links before it goes live. That is why this catalogue is slower than an aggregator, and more reliable.

A note for businesses operating abroad

Nationality is rarely the obstacle; establishment usually is. Most national schemes require a locally registered holding, a local tax number and enrolment in the national farm register, because applications go through the paying agency’s own portal. Each country page states what we could verify on this point — and says so plainly when the source is silent. EU calls under direct management are the exception: no establishment requirement, but almost always a multi-country partnership requirement.

Where the catalogue is still weak

The survey of 27 August 2026 left these questions open. We publish them because anyone consulting a catalogue is entitled to know where not to trust it too much.

Italia · Centro

  • Data collected and verified on 27 August 2026 from official sources. Each record cites the URL actually consulted; fields not found on the official source are set to null rather than estimated.
  • The domain www.regione.abruzzo.it (and the mirror www2.regione.abruzzo.it) returns TLS chain/robots.txt errors to automated fetchers: the Abruzzo pages were read through a browser. Anyone replicating the survey with automated scripts must allow for this case.
  • Beware of false 'open' entries: the 'Bandi aperti' page of the CSR Toscana still lists intervention SRA28, whose application window closed on 30/06/2026, and classifies as open SRA31, whose application window only opens on 14/09/2026. Always check the application submission window in the text of the call, not the portal's status label.
  • The budgets of some Umbrian calls (SRD13, SRD07, SRD04, SRD12, SRH01) come from the official press release of the Assessorato Agricoltura of 12/08/2026 on umbriagricoltura.it (official site of the Assessorato, Reg. Trib. Perugia n.16/1996) and not from the records of the calls portlet, which does not show the amount.
  • Umbria SRD12 and SRH01 are only partially verified: the detail record is on page 2 of the regional portlet, unreachable via GET. Call codes and the particulars of the acts are not confirmed.
  • Abruzzo SRH03 and SRG03 are verified only at the level of the official list row (title, intervention, deadline). Their detail records were not opened.
  • Marche: as at 27/08/2026 the official list of open EAFRD calls contains exclusively Leader calls of the LAGs (SRD09, SRD14, SRG07, SRH04, deadlines from September to December 2026), not surveyed here because they are aimed mainly at local authorities, tourism/commercial businesses and cultural heritage rather than at agricultural and agri-industrial businesses. No non-LAG regional CSR call is open for investments in agricultural holdings.
  • No open CSR calls were surveyed for SRD01/SRD02 (productive agricultural investments) in any of the five regions at the verification date: the last windows closed between January and April 2026 (Toscana SRD01 irrigation 30/01/2026; Abruzzo SRD01 30/04/2026) or in 2024-2025 (Marche, Lazio).
  • Application-window calls with no fixed deadline (Marche breeding animals, Lazio livestock breeding animals) may close early once resources are exhausted: check the remaining availability before preparing an application.
  • For Toscana and Umbria the official timetables of the 2026 calls exist but the details are only inside PDFs attached to the acts (Toscana: Allegato A to Decisione di Giunta n. 9 of 03/08/2026; Umbria: annex 'Previsione di attivazione bandi' to the CSR page). They were not opened in this survey, so the planned future openings have not been reported as calls.
  • Blogs and consultancy portals (fasi.eu, obiettivoeuropa.com, contributieuropa.com, bandosubito, etc.) were used exclusively as a research lead; no data comes from such sources.

Italia · Calabria e isole

  • Three key portals unreachable during the session (timeout on robots.txt): svilupporurale.regione.sicilia.it, psrsicilia.it and calabriapsr.it. Sicilia and Calabria are covered through the mirror official pages and must be re-verified manually.
  • As at 27/08/2026 only one call is certainly open in the three regions: SRD01 mechanisation Calabria (deadline 30/09/2026). One is about to open: SRE01 Sardegna (15/09 - 15/10/2026).
  • The regional portals classify as open calls whose deadline has already passed: the declared status is not reliable, the deadline date is what counts.
  • The closed status of call SRB01/02/03 Sicilia is inferred and unverified. The SRD01 Sicilia deadline extension to 18/06/2026 is reported only by non-official sources.

Italia · misure nazionali

  • The most important paradigm shift of 2026: the Transizione 5.0 tax credit NO LONGER exists as an accessible instrument. The booking deadlines have closed and resources have been exhausted since 6 November 2025; MIMIT explicitly refers to the Nuovo Piano Transizione 5.0 - Iperammortamento, operational on the GSE platform since 12 June 2026. The 4.0 capital goods tax credit is also out of resources. Any planning based on the 2024-2025 rules must be redone from scratch.
  • The Iperammortamento is an increase in depreciation allowances, not a tax credit: those who do not deduct depreciation do not benefit from it. The specialist tax press reports that taxpayers under the flat-rate regime and agricultural businesses that determine income on a cadastral basis are in practice excluded. The MIMIT page does not state this exclusion, so the point is to be verified with a tax adviser before setting up an investment: it is the variable that decides which instrument to use for an agricultural business.
  • Verification not completed on three key sources: ismea.it, agenziaentrate.gov.it (and its tax journal fiscooggi.it) and agea.gov.it were not accessible with the tools available in this session (robots.txt and 403 errors, confirmed also via curl through the proxy). All the measures that depend on these sources - ZES unica agricoltura, Piu' Impresa, ISMEA Investe, Fondo Innovazione, ISMEA guarantees - are flagged da_verificare, with numeric data left null where unconfirmed. They must be reopened manually from a browser before any use towards the client.
  • Many of the best-known measures for agriculture have already closed their 2026 window: Facility Parco Agrisolare (9 April), ISMEA Investe (29 May, unverified), Generazione Terra (19 June), OCM Vino promotion in third countries (24 June). Anyone looking for immediately usable opportunities in August 2026 essentially has the agricultural fuel tax credit (deadline 30 September), the Nuova Sabatini application window and the Iperammortamento, plus the direct European calls with September deadlines.
  • On the agricultural fuel tax credit, the two decrees were verified as existing and published on the MASAF site, but the operational dates of the window (6 August - 30 September 2026), the rate, the ceiling and the budget derive from AGEA circular no. 64702 of 31/07/2026 read through concordant secondary sources, not opened directly. Before submitting an application the original AGEA circular must be read: it is also the document that clarifies the contested point of the exclusion of contract farming operators.
  • The geographical perimeter is incomplete by design: the survey covers only national and European measures, as requested. For an agricultural business, however, the largest share of resources remains in the regional CSR/PSR 2023-2027 and in the regional calls implementing the sectoral interventions (including the wine-sector investments INV and RRV, which are national in framework but regional in access). A regional survey is indispensable to complete the picture.
  • Two measures included at explicit request are not in fact directly accessible to agricultural businesses: Investment 4.3 on the irrigation agro-system and the Piano Invasi have land reclamation consortia and irrigation bodies as beneficiaries. They have been kept with their real status and the clarification in the settori_ammessi field to avoid wrong expectations.
  • Financial budgets have been filled in only where read on an official page actually opened. Where the sources diverged - as with the budget of the fuel tax credit, indicated as EUR 90 million in the MASAF press release and EUR 89.8 million net of administrative costs in technical sources - the official value has been reported with the discrepancy noted in the note field.
  • One potentially decisive measure is still stalled: the 4.0 tax credit dedicated to agricultural businesses introduced by the 2026 Budget Law, which should offset the exclusion from the Iperammortamento. As at 27 August 2026 no implementing decree appears among the 2026 MASAF decrees and several sources report delays; the budget reported by the specialist press (about EUR 2.1 million) is in any case such as to make it heavily rationed. The Normativa section of MASAF must be monitored.

Italia · Nord-est

  • Reference date of the survey: 27 August 2026. All data were verified by opening the pages directly on official domains (regione.veneto.it, bur.regione.veneto.it, venetorurale.it, provincia.tn.it, agricoltura.provincia.bz.it, regione.fvg.it, agricoltura.regione.emilia-romagna.it). No data comes from consultancy blogs: where a secondary source was used as a research lead, the datum was re-verified on the official site and discrepancies are flagged in the note field of the individual call.
  • CALLS CERTAINLY OPEN as at 27/08/2026 (5): Emilia-Romagna SRE01+SRD01 Pacchetto giovani (deadline 18/09/2026); Emilia-Romagna GAL del Ducato SRD03 a) Agriturismo (deadline 30/09/2026); Veneto SRD06 Action 2 restoration of production potential (deadline 22/10/2026); Bolzano SRD13 COF 5 processing and marketing (deadline 31/08/2026); FVG Valore Agricoltura Bando I Agriturismo (deadline 30/09/2026) and Bando J Crediti di carbonio (deadline 07/10/2026) - these last two are counted together as the FVG programme, for a total of 6 open opportunities.
  • The timing of the survey is unfavourable: the great majority of the CSR calls of the five regions opened between January and April 2026 and closed between February and July 2026. The typical reopening window for the following cycle is between October 2026 and April 2027. It is advisable to repeat the survey at the end of October 2026.
  • PROVINCIA AUTONOMA DI TRENTO: at the verification date NO EAFRD/CSR call is open. The official open data calendar of the PAT (updated to 30/06/2026) lists as next openings only area-based interventions scheduled for April-May 2027 (SRB01, ACA 8, ACA 14, ACA 15, SRA 29). The three main annual provincial aid schemes (alpine pasture, forage machinery, organic certification) also closed between 30 June and 8 July 2026.
  • WARNING ON THE STATUS LABELS ON THE PROVINCIA DI TRENTO WEBSITE: several service records (alpeggio 2026, foraggicoltura, certificazione biologica, SRE01 third call) still show the status 'Aperto' even though the submission deadline has already expired. The status assigned in this survey was determined by comparing the deadline date with today's date, not the page label.
  • INCOMPLETE DATA ON FVG SRD01 (CSR): there is an FVG official page entitled 'SRD01 2026 - Investimenti produttivi agricoli ... aggiornamento del bando e proroga termine di presentazione delle domande' which as at 27/08/2026 it was not possible to open (europa.regione.fvg.it is a Single Page Application that requires JavaScript and returned HTTP 403 to the fetch). The FVG SRD01 record contains only the data of the coordinated PDF text approved with DGR 1811/2023 and has opening and deadline at null. VERIFY MANUALLY before using it: it could be a call that is still open.
  • Likewise it was not possible to verify the existence and the dates of any FVG SRE01 2026 call (setting-up of young farmers): the only official PDF text accessible on europa.regione.fvg.it is the edition with the deadline of 15 October 2024, therefore not current, and it was not included in the survey.
  • PORTALS NOT ACCESSIBLE TO AUTOMATED FETCHING, to be consulted manually or through a browser: avepa.it (robots.txt error), opr.fvg.it and europa.regione.fvg.it (JavaScript SPA), ufficiostampa.provincia.tn.it (robots.txt error), some deep URLs of bur.regione.emilia-romagna.it (HTTP 403). Some news pages of the Provincia di Trento return HTTP 410.
  • DYNAMIC LIST PAGES: the 'bandi aperti / in corso / chiusi' sections of the Regione Emilia-Romagna and the 2026 calls page load their results via JavaScript and appear empty to a static fetch, whereas the records of the individual calls are static and complete. The same applies to bandi.regione.veneto.it. For automated monitoring it is better to index the records of the individual calls (readable URLs) rather than the list pages.
  • The only genuinely structured sources for automated monitoring identified are: (a) the open data CSV dataset of the EAFRD calls calendar of the Provincia autonoma di Trento, with status/opening/closing/budget columns; (b) the single Bolzano page on agricoltura.provincia.bz.it, which exposes in static HTML all past and future COF/TU windows for each intervention; (c) the bandi-finanziamenti page of regione.veneto.it, static and with budget and deadline for each DGR. None of the five administrations exposes an RSS feed or a public API of agricultural calls.
  • Aggregated entries: for the Programma Valore Agricoltura 2026 of FVG the closed calls were grouped by identical time window (A+B, C+D, F+G+M, H+K, E+L) so as not to multiply records with the same data; the exact dates of each call are indicated in the note field. For the Veneto package DGR 1132/2025 separate records were created instead for SRD01, SRD02, SRD03, SRD13 and SRE01, while SRD06, SRG01 and SRG10 of the same package are cited in a note.
  • Amounts with decimals (e.g. 2,501,728.39 for Trento SRD01 and 2,240,689.02 for Bolzano SRD13) are reported in dotazione_eur as decimal numbers. Where the official source reported only a value rounded to millions (Veneto package DGR 1132/2025) the rounded value was reported and the circumstance is flagged in a note.
  • No regional calls of the revolving fund, guarantee or regionalised PNRR type specifically aimed at agricultural and agri-industrial businesses and open as at 27/08/2026 were found in the five regions in the official sources consulted. This does NOT mean that they do not exist: it means that they did not emerge from the official agricultural pages analysed. For agricultural PNRR (e.g. Parco Agrisolare, supply chain contracts, innovation and mechanisation) and ISMEA, competence is mainly national and was not the subject of this regional survey.

Italia · Nord-ovest

  • Portals not automatically consultable: psr.regione.lombardia.it (all URLs, HTTP 403) and ue.regione.lombardia.it (HTTP 403). Consequently it was NOT possible to read the 'calendario bandi di prossima uscita del CSR 2023-2027' of Lombardia, which is the primary source for the calls about to open. No Lombardy call is therefore classified as 'in_apertura' in this survey: the absence must be read as failed verification, not as an absence of scheduled calls.
  • The domain regione.liguria.it blocks automated reading via robots.txt. The regional government press releases announcing budgets and amounts of the Ligurian calls (in particular the approximately EUR 24.4 million in total for SRE01+SRD01 2026 and the premium of 'up to EUR 35,000' for young farmers, widely picked up by the press) were NOT found on an accessible official source: for this reason dotazione_eur and the grant of the three open Ligurian calls are set to null.
  • Regione Lombardia: the detail record of the PSA biosecurity 2026 call (RLM12026053805) repeatedly returned HTTP 403 even though it is on an official domain. The data reported (budget EUR 4,778,413.90, window 21/07/2026-08/10/2026, beneficiaries pig-farming SMEs) come from two list views of the bandi.regione.lombardia.it portal that were actually opened and are concordant with each other; the rate and the expenditure thresholds remain unverified.
  • The portal bandi.regione.piemonte.it reliably shows status and dates in the detail records, but often does NOT show the grant rate and the expenditure thresholds, which remain in the text of the attached call. Where not verified directly on the page, they were left null (e.g. SRE01 Piemonte 2026 premium, livestock insurance rate).
  • The Agriligurianet records for SRE01, SRD01 and SRD04 2026 show only dates, summary beneficiaries and forms: budget, rate and expenditure thresholds must be read in the opening decrees, which were not consulted in this session.
  • The 'calendario indicativo prossima apertura bandi PSR' of Agriligurianet is stuck at the 2023-2024 calendars and cannot be used to identify the Ligurian calls about to open.
  • Valle d'Aosta: intervention SRG08 is reported as 'SPORTELLO APERTO' in the regional index of structural interventions, but its detail record was not opened individually; budget, beneficiaries, rate and dates are therefore null.
  • None of the four Regions had, at the verification date, a generalist SRD01 call (productive agricultural investments) open in Piemonte or in Lombardia: in Piemonte the last generalist edition is the 2025 call and in Lombardia the 2024 call over two periods. Open, instead, is the Ligurian SRD01, and there is no Valle d'Aosta SRD01.
  • No regional call attributable to regionalised PNRR, revolving funds or specifically agricultural guarantee instruments was identified and verified on an official source in the four regions: the only non-CSR instruments of a financial nature verified are the two Piedmontese interest subsidy calls under L.R. 63/78. Here too the absence must be read as failure to identify, not as non-existence.
  • Deadline dates are normalised to the day; many calls have a precise cut-off time (e.g. SRD06 Piemonte 17:59, SRE01 Piemonte 23:59, Lombardy calls 16:00). Always check the time on the official record before submission.
  • Several of the calls surveyed have a deadline within a few weeks of the verification date (SRD01 and SRE01 Liguria on 23/09/2026, Piemonte livestock insurance on 19/09/2026, Lombardia land reallocation on 15/09/2026, Piemonte individual loans on 04/09/2026): reconfirm status and terms before any operational use, also in view of possible deadline extensions, which are frequent in all four regions.

Italia · Sud

  • Verification date: 27 August 2026. All data come exclusively from official pages actually opened and read (csr.regione.puglia.it, regione.puglia.it, agricoltura.regione.campania.it, svilupporuralemolise.it, regione.molise.it, basilicatacsr.it, agricoltura.regione.basilicata.it). No data was taken from blogs or consultancy portals.
  • Every field not found on an official source was left null. In particular budgets, rates and expenditure thresholds are often NOT shown in HTML and reside only in the PDFs of the acts (DAG/DDS/DRD/DGR): they were not assumed.
  • INCONSISTENCY PUGLIA - SRD15.2: the calls filter of csr.regione.puglia.it still classifies it as 'Aperto', but the detail record shows an E.I.P. deadline of 04/08/2026 and SIAN operability of 11/08/2026, both expired. Classified as 'chiuso'. Check with the contact person for any unpublished deadline extension.
  • INCONSISTENCY BASILICATA - SRG03 year 2026: the record shows the label 'Aperto' but the extended deadline was 30/06/2026. Classified as 'chiuso'.
  • DISCREPANCY PUGLIA - SRE01: two pages of the same CSR portal indicate different budgets (EUR 32,000,000 on the call page, EUR 50,000,000 on the intervention page, the latter consistent with the regional press release of 20/05/2026). Field dotazione_eur left null.
  • PUGLIA MECHANISM: the approval of the call (with a DAG) and the setting of the operational deadlines (with a subsequent DAG, after full operability of the EIP portal and profiling on SIAN) are two distinct acts. SRE01 and SRD01.06 have the call approved (DAG 53 and DAG 51 of 28/07/2026) but NO date set yet: status 'in_apertura'. Monitor https://csr.regione.puglia.it/notizie.
  • STAGGERED DEADLINES PUGLIA - SRD01.05: the deadline varies by group of operations (08/10, 15/10, 22/10/2026). The 'scadenza' field reports the final deadline; check the operation of interest before planning.
  • INTERVENTION BUDGETS vs CALL BUDGETS: the intervention records of the Puglia portal report the amount of the entire programming intervention (e.g. EUR 221,318,824 for SRD01 as a whole, EUR 6,000,000 for SRD15), not of the individual call. These values were not used as the call budget.
  • CAMPANIA - unconfirmed budgets: for SRD03 Action C and SRD06 Action 1, amounts (EUR 14 and 5 million) are circulating on psrcampaniacomunica.it, the programme's communication site, not found in the press releases or on the pages of agricoltura.regione.campania.it. Not reported, field left null.
  • MOLISE - partial coverage: the portal svilupporuralemolise.it shows only one open CSR call (SRD03) and 12 closed ones (SRB01, SRA01, SRA08, SRA14, SRA29, SRG06, SRE01, SRD01, SRD13, SRH01, SRH03, SRD02), but does NOT publish their closing dates in HTML. It was therefore not possible to verify which of them closed after 1 January 2026: those calls were not included rather than reported with presumed dates.
  • POINT 3 OF THE REQUEST (NON-CSR regional calls: revolving funds, guarantees, regionalised PNRR, OCM vino, ZES) - INCOMPLETE COVERAGE: the only non-CSR measure verified is the Molise call for the 2026-2027 beekeeping campaign. No regional non-CSR measure currently open for agricultural/agri-industrial businesses was confirmed on an official source in Campania, Puglia and Basilicata in this session. The places to monitor are portalebandi.regione.basilicata.it, press.regione.puglia.it/web/agricoltura/dettaglio-bando and the calls area of regione.campania.it. Absence here means 'not verified', not 'non-existent'.
  • The deadlines indicated are calendar dates: many calls also have a cut-off time (e.g. 15/09/2026 at 14:00 in Campania, 22/10/2026 at 11:59:59 in Puglia) and, in Puglia and Basilicata, a two-step EIP/SIA-RB passage followed by SIAN operability. Always check the time and the double deadline in the official act before setting the submission schedule.
  • Calls with imminent deadlines as at the verification date: Basilicata SRD01 (10/09/2026), Campania SRE01 and SRD03 Action C (15/09/2026), Basilicata SRD07 (21/09/2026). Re-check the source pages for any deadline extensions before communicating them to a client.

Croazia, Slovenia e Malta

  • The APPRRR page 'Otvoreni natječaji' (https://www.apprrr.hr/otvoreni-natjecaji-prrrh/) was returned by the automated retrieval with obsolete content, dated 2024-2025, even though the rest of the site was updated to August 2026. The list of open Croatian calls was therefore reconstructed by cross-checking the news section of the apprrr.hr homepage and the call list on ruralnirazvoj.hr, which agree in indicating only two open calls (73.10 second call and 76.01 fourth call). Anyone consulting that page should force a cache refresh.
  • For Croatia it was not possible to verify the status of calls 75.01 (setting up of young farmers) and 73.11 (investments in processing) for 2026: the only windows found date back to 2025. They must be checked on the Plan objave natječaja published on ruralnirazvoj.hr.
  • The budget of Croatian intervention 74.01 on public irrigation (EUR 9,516,710.50) comes from the call publication plan of October 2025 and not from the text of the natječaj closed on 5 March 2026: for this reason the dotazione_eur field was left null.
  • For the second Croatian call 73.10 a secondary source reports a deadline extension for one of the sectoral submission terms. The six windows reported come from the official APPRRR notice of 15 June 2026: before setting up a project they must be checked against the full text of the natječaj and any corrigenda.
  • The call table on skp.si is generated via JavaScript and is empty on automated reading: for Slovenia the primary source used was the Ministry's 'Javne objave' list on gov.si, which proved complete and up to date.
  • For the Slovenian calls IRP40 (both sub-interventions) and IRP02 small farms, the official call texts state neither a single support percentage nor the ceilings: the intensities indicated (50% basic, +10 points young farmers, +5 points KOPOP/organic for IRP40; 50-65% for IRP02 sub-measure A) derive from the intervention factsheets on skp.si and must be confirmed against the text of the individual call and the relevant Uredba.
  • The PDF of the Slovenian IRP02 call for small farms (JR_IRP02_majhne-kmetije) could not be read because of a server timeout: the itemised list of eligible costs (Annex 4) was not verified.
  • For Slovenia it was not possible to confirm the existence of an IRP24 call (setting up of young farmers) open in 2026: the last documented windows are from 2025. There is also an IRP02 'naložbe kmetij' 2026 call of approximately EUR 14 million whose status was not verified.
  • The IRP05 (land consolidation) and IRP31 (EIP projects) records were catalogued from the javne objave list on gov.si without opening the detail page: budget, intensity and partnership rules remain to be verified.
  • The AGRO Invest line of the Slovenski regionalno razvojni sklad was marked da_verificare: the calls page indicates 18 open calls out of 39, but it was not possible to confirm the specific window as at 27 August 2026, nor the financial terms (rate, guarantees, maximum financeable share).
  • Malta is the most problematic case. The official record on fondi.eu for intervention I73.5.1 shows the status Closed but with content that is not up to date (last dates reported: March, July and November 2025). The 2026 session of EUR 6 million with a deadline of 12 June 2026 and co-financing of up to 80% for young farmers is documented only by an article in the newspaper The Malta Independent of 25 April 2026 and has NOT been confirmed on an official source: it must be checked directly with the Managing Authority (fondi.eu@gov.mt).
  • For Malta it was not possible to identify any investment call open as at 27 August 2026, nor an announced date for the next session of the On-Farm Productive Investments intervention. The Excel file 'Calls Launch Timetable' available on fondi.eu is the source to monitor, but it was not downloaded in this research.
  • The pages arpa.gov.mt/en/funding/ and arpa.gov.mt/en/eu-funding-schemes/ return error 404: navigation of the ARPA site towards the funding programmes must be done from the specific links listed in the portals section.
  • The page fondi.eu/what-funding-is-available/ uses progressive loading ('Load More') and does not expose the Open/Closed status in the list: the only reliable way to know the status of a Maltese call is to open the record of the individual intervention, where the status appears in the title.
  • This session's web research budget ran out before the Croatian national non-CAP aid (HBOR credit lines for agriculture and HAMAG-BICRO guarantees) and the financial terms of the AGRO programme of the Slovenian SRRS fund could be verified. These two items remain to be covered.
  • The access requirement for Italian companies was reconstructed, for Croatia and Malta, from the legal texts and the official guidance notes (Pravilnik NN 132/2023 for Croatia; Guidance Notes I73.5.1 for Malta) and is solid. For Slovenia the requirement of registration in the Register kmetijskih gospodarstev with a KMG-MID is consistent with all the sources consulted but was not read in a specific article of law: none of the three countries states an explicit nationality requirement, the effective constraint is always local registration of the agricultural holding and of the land.

Romania, Bulgaria, Grecia e Cipro

  • The web research budget (200 queries) ran out while Greece was being processed: Greece and Cyprus were completed exclusively through direct WebFetch access to the official portals, without the possibility of carrying out targeted searches. The coverage of these two countries is therefore less deep than that of Romania and Bulgaria.
  • CYPRUS: no calls catalogued. All the relevant Cypriot official domains (moa.gov.cy, capo.gov.cy, paa.gov.cy) block automated access via robots.txt and it was not possible to read any of their pages. The information in the country record comes from the EU CAP Network Cyprus factsheet and from the Commission's summary page. The operational level, the open calls, the budgets and the conditions for non-resident entities all remain to be verified from a browser.
  • ROMANIA: the indicative MADR calendar for 2026 was published in January and has already been departed from several times (DR-14 scheduled for March, opened in September; DR-12 scheduled for April, announced for September). Opening dates must always be re-checked on the sessions list at depunerepspac.afir.ro before setting up an application.
  • ROMANIA: the opening date of DR-12 (15 September 2026) comes from a MADR announcement taken up by the specialist press and not from an anuncio de sesiune published by AFIR; as at 27 August 2026 DR-12 does not appear in the sessions list. Treat it as indicative.
  • ROMANIA: it was not possible to open apia.org.ro, madr.ro and mfe.gov.ro (robots.txt). Consequently APIA direct payments, national State aid and any PNRR apeluri for agriculture were not catalogued. In particular, MADR has announced the opening of APIA applications for State aid to pig farmers and cattle breeders for 1 September 2026: the news was found only in press sources and was therefore not included among the calls, as it lacks a verified official URL.
  • ROMANIA: for irrigation (DR-26) no session appears open or announced; the only session held dates back to 2024. It is the main blind spot for the client and must be monitored directly on afir.ro.
  • BULGARIA: the paying agency site dfz.bg rejects automated requests (error 'The requested URL was rejected', HTTP 403). All the Bulgarian information was reconstructed from the Ministry's press releases (mzh.government.bg) and from the intervention factsheets on the sp2023.bg portal. It was not possible to download the 'Условия за кандидатстване' documents, which contain the aid intensity, the exact ceilings and the beneficiary eligibility conditions: these data were left null or flagged as unverified.
  • BULGARIA: the deadline extension of prieme II.Г.1 from 20 February to 11 March 2026 was found only in the title of a DFZ page that could not be opened and on a non-official source; the record retains the deadline of 20 February stated in the ministerial opening press release, with an explanatory note.
  • BULGARIA: the new prieme on farm investments of approximately EUR 278 million expected for November 2026 was announced by the minister in a press release of 12 November 2025 which lists neither the codes nor the dates of the individual calls. It was not entered as a call because it lacks verifiable data.
  • GREECE: the records of the investment interventions (Π3-73-2.1, Π3-73-2.2, Π3-73-2.6, Π3-75) on the agrotikianaptixi.gr portal return only the navigation structure, with no descriptive text, budgets or conditions. It was therefore not possible to reconstruct the dates and parameters of the πρόσκληση for the Σχέδια Βελτίωσης, which is closed and in the scoring evaluation phase.
  • GREECE: as at the verification date there are no open προσκλήσεις for young farmers (Νέοι Γεωργοί) or for farm improvement plans. Call activity in 2026 is almost entirely concentrated on LEADER (Π3-77-4.1), with over twenty local calls, predominantly for operations of a public nature.
  • GREECE: espa.gr (structural funds) was unreachable because of robots.txt; non-CAP aid to agri-food businesses was not catalogued.
  • The accessoImpreseItaliane field was filled in only for Romania and Bulgaria, where open sources at least make it possible to describe the legal form required of the beneficiary. For Greece and Cyprus it was left null because no official source opened during the verification states the conditions for a non-resident entity. In none of the four countries was an explicit provision found on the eligibility of non-established entities: the operational rule that can be inferred is that a company under local law registered as an agricultural producer is required, but this must be confirmed case by case in the call document.
  • No amount was converted between currencies: where the source expresses the budget in Bulgarian leva without a euro equivalent, the dotazione_eur field was left null and the original amount was reported in dotazioneValutaOriginale.

Estonia, Lettonia e Lituania

  • The session's web research budget ran out before some secondary checks could be completed: in particular it was not possible to verify on an official source the access rules for non-resident entities (PRIA client register, LAD client register, Lithuanian register of agricultural holdings), nor the existence of Lithuanian windows dedicated to collective land improvement/irrigation in 2026.
  • The sites lad.gov.lv and zm.gov.lv load the body of their pages via JavaScript: from several LAD records it was possible to extract only the header with the status of the round, the dates and the funding available, but not the aid intensity, the ceilings per beneficiary and the list of eligible costs. For Latvia these fields are therefore set to null and must be read in the MK noteikumi linked to each record.
  • For Latvia it was not possible to retrieve the dates of the round for intervention LA 4.2 (processing), nor the budget of the LA 4.1.3 and LA 4.3 rounds: the catalogue page does not display them in readable form.
  • For Estonia, as at 27 August 2026, no new round is announced for the measure most relevant to irrigation and precision agriculture (keskkonna- ja kliimapoliitika eesmärkide saavutamise investeeringutoetus): the last one closed on 19 November 2025. This measure must be monitored as an absolute priority on pria.ee/toetused.
  • The Estonian measure 'Maapiirkonna ettevõtjate konkurentsivõime suurendamise investeeringutoetus 2026' is formally active but with the receipt of applications suspended since 12 June 2026 because the budget has been exhausted: it was marked 'da_verificare' and not 'aperto'.
  • For Lithuania the budget of the measure 'Tvarios investicijos į žemės ūkio valdas' is reported as 'at least EUR 17 million' because that is the amount indicated in the ministerial press release of 12 August 2026; the NMA press release of 17 August 2026 with the definitive regional breakdown was not opened directly.
  • The 'aperto' status of the Lithuanian window for loans to young farmers only (1 July - 30 December 2026) is inferred from the annual NMA calendar and not from a dedicated opening announcement.
  • Non-CAP national aid was catalogued only partially: for Estonia the financial instrument managed by MES is included; for Latvia ALTUM operates with loans and guarantees to farmers and for Lithuania dedicated guarantee instruments exist, but it was not possible to open and verify the relevant official pages within the available research budget, so they were not entered among the calls.
  • No data was taken from blogs or consultancy portals: all entries have at least one URL on an official domain (pria.ee, agri.ee, mes.ee, lad.gov.lv, zm.gov.lv, nma.lrv.lt, zum.lrv.lt, zumis.lt) actually opened during verification.

Francia e Benelux

  • UNREACHABLE PORTALS — All the DRAAF sites (French regional agriculture directorates, domain draaf.*.agriculture.gouv.fr) returned robots.txt errors and it was not possible to open them. Some prefectures are blocked as well (alpes-maritimes.gouv.fr, vaucluse.gouv.fr). Direct consequence: the appel a projets 'Fonds hydraulique agricole 2026 volet investissements materiels' of Occitanie and the two appels a projets of the Fonds hydraulique agricole 2026 in Provence-Alpes-Cote d'Azur are announced as OPEN by the page titles, but their dates, budgets and rates have NOT been verified and do not appear in the catalogue as open calls. For these two regions the hydraulic channel must be verified by telephone or through the regional contacts before any planning.
  • PARTIAL FRENCH REGIONAL COVERAGE — The four requested regions were catalogued (Occitanie, Nouvelle-Aquitaine, Provence-Alpes-Cote d'Azur, Grand Est), but with uneven depth: Grand Est and Nouvelle-Aquitaine have portals that publish dates and parameters, Occitanie publishes the calendars but not the rates (retrieved from a Chambre d'agriculture), PACA is the least documented region, with records still reporting 2024 cycles. The other 9 French metropolitan regions were not examined.
  • RATES AND BUDGETS OFTEN NOT PUBLISHED — A large number of official records (French and Luxembourgish ones above all) defer aid rates, ceilings and budgets to the PDF of the regulation or to the legal basis, without publishing them on the web page. The dotazione_eur, contributo, spesa_min_eur and spesa_max_eur fields are therefore null in many records: this is a real absence in the source, not an omission of the analysis. The most significant case is the Luxembourgish aid for agricultural investments, for which it was NOT possible to determine either the rate or the ceiling.
  • ESTABLISHMENT REQUIREMENT VERIFIED ONLY PARTIALLY — Access for an Italian company is documented with certainty for only two schemes: the FranceAgriMer aid on nitrogen fertilisers (which expressly requires a 'siege en France' and an active SIRET) and the France 2030 scheme on irrigation (registered office in metropolitan France). For all the others the requirement was reconstructed indirectly from the technical conditions (MSA affiliation in France, SIGeC registration in Wallonia, e-loket in Flanders, KVK + eHerkenning in the Netherlands, MyGuichet + LuxTrust in Luxembourg), which de facto presuppose a locally registered structure. NONE of the sources consulted states an explicit rule for non-resident applicants: the assessment must be made case by case with the managing body.
  • NETHERLANDS — Access at this moment is unfavourable: as at the verification date NO Dutch window for PRODUCTIVE investments is open. The four provincial windows for 2025/2026 closed between 29 January and 26 February 2026, the Friesland round exhausted its budget and the last non-productive window (Limburg) closed on 18 August 2026, nine days before the verification. Autumn 2026 offers only NON-productive investments (Overijssel, Utrecht) and the SDE++ energy round. The observed rhythm suggests that the productive windows will reopen around December 2026, but as at the verification date this is not announced.
  • FRANCE — All three France 2030 schemes for agriculture listed by FranceAgriMer are closed: irrigation and fruit and vegetable agri-equipment on 31 January 2026, greenhouses and orchard agri-equipment on 31 July 2026. No reopening is announced. Since they were the national channels most directly relevant to a supplier of irrigation systems and precision agriculture, their simultaneous closure shifts the French opportunities for 2026 entirely onto the regional EAFRD channel.
  • IMMINENT DEADLINES AS AT THE VERIFICATION DATE — Three open calls expire within five weeks and must be treated as urgent: hydraulic infrastructure for irrigation in Nouvelle-Aquitaine (31 August 2026, 4 days), IPAGE Vegetal in Grand Est (15 September 2026), VLIF productive and non-productive investments in Flanders and VLIF agri-food (all 30 September 2026).
  • AGGREGATED CALLS — Three catalogue records aggregate several distinct windows for readability: the Dutch non-productive investments (3 windows: Overijssel general, Overijssel collective, Utrecht), the Dutch green-blue productive investments (4 provinces) and the French CASDAR calls (3 calls with the same calendar).   • NON-PRIMARY SOURCES USED AS A COMPLEMENT — In three cases the primary official data was not accessible and second-level public sources were used, always flagged in the record's notes field: the French Chambres d'agriculture (consular public bodies) for the rates of the Occitanie Dispositif Unique and for the dates of the Fonds hydraulique in Nouvelle-Aquitaine, and Stimulus Programmamanagement (intermediate body of the southern Dutch provinces) for the Limburg window. For the Netherlands the legally binding source nevertheless remains the provincial openstellingsbesluit published on lokaleregelgeving.overheid.nl, not verified record by record.
  • SESSION LIMIT — The web research budget ran out before some planned checks could be completed: the Walloon aid for investments in processing, marketing and non-agricultural diversification (new in 2026) was identified but the page returned a 403 error and it does not appear in the catalogue; the Luxembourgish measure on micro-enterprises is catalogued with all fields null; the PDF regulations attached to the French calls were not opened.

Germania e Austria

  • The session's web research budget ran out before some secondary strands could be covered: Austrian national non-CAP aid (Umweltförderung im Inland for photovoltaics and on-farm energy efficiency, Klima- und Energiefonds) was not verified and is therefore not catalogued.
  • GERMANY - Baden-Württemberg: it was not possible to retrieve the exact dates of the AFP 2026 Auswahltermine. The 'Auswahltermine' subpage of the Förderwegweiser returns error 404 and the landwirtschaft-bw.info domain blocks crawlers via robots.txt. The call was marked 'da_verificare' with only the indications from the MLR press release (first Auswahltermin in April 2026; applications for pig housing from July 2026).
  • GERMANY - Bavaria: the ministerial page for BaySL Digital was last updated on 15 July 2024 and does not publish a dated Antragszeitraum. The 'aperto' status is based on the federal database foerderdatenbank.de, which indicates that the directive is in force until 31 December 2027 with the application to be made before works start. To be confirmed with the competent AELF.
  • GERMANY - Bavaria: for the AFP and for the Diversifizierungsförderung only the closing date of the round is known (30 September 2026); the opening date is not published by the ministerial source.
  • GERMANY - Mecklenburg-Western Pomerania: the regional portal regierung-mv.de and the federal database do not publish the selection dates. The four annual cut-off dates (31.03, 30.06, 30.09, 30.11) come from the MV-Serviceportal record republished on the municipal portal of Schwerin. The two sources also diverge on the ceiling of eligible expenditure (EUR 2,000,000 against EUR 2,500,000).
  • GERMANY: the conditions of the subsidised loans of the Landwirtschaftliche Rentenbank were not verified (the detail pages of the Programmkredite returned error 404). The Rentenbank is catalogued only among the portals, not among the calls.
  • GERMANY: coverage is limited to the five requested Länder (Bavaria, Baden-Württemberg, Lower Saxony, North Rhine-Westphalia, Mecklenburg-Western Pomerania). The other eleven Länder, some of which are relevant for irrigation (Brandenburg, Saxony-Anhalt, Hesse), were not catalogued.
  • AUSTRIA: the 'Aufrufe und Fristen' pages of the AMA Digitale Förderplattform have no content in the static version reachable via HTTP, probably because they are populated dynamically behind authentication. Consequently it was NOT possible to retrieve the cut-off dates (Auswahlstichtage) of the 'geblocktes Auswahlverfahren' for measures 73-01, 73-05 and 75-01, which are formally open for continuous application but are selected in blocks. The dates must be requested from the DFP hotline (050 3151 99) or at dfp@ama.gv.at.
  • AUSTRIA: measure 73-01 exists in nine regional variants. Only Lower Austria and Upper Austria have been surveyed in detail; for Burgenland, Carinthia, Salzburg, Styria, Tyrol, Vorarlberg and Vienna similar rules apply but with their own budget and granting authority, not verified individually.
  • AUSTRIA: the data for Call 1 and Call 2 of measure 73-02 (aws), closed before 2026, were not retrieved; they would have been useful to reconstruct the rhythm of the application windows. All that is known is that Call 3 is the third in the series and that the measure's overall annual budget is around EUR 16 million.
  • BOTH COUNTRIES: none of the official sources consulted explicitly states the access conditions for a NON-resident business. What is reported in the accessoImpreseItaliane field is reconstructed from the documented objective requirements (location of the investment, INVEKOS/Betriebsnummer holding number, minimum size under agricultural social security legislation). Definitive verification must be carried out with the granting authority of the Land or Bundesland.

Spagna e Portogallo

  • Several official domains blocked automatic page retrieval during the verification of 27 August 2026: the entire gva.es domain (sede.gva.es, dogv.gva.es, portalagrari.gva.es, comunica.gva.es) via robots.txt; aragon.es and boa.aragon.es due to robots.txt timeout; docm.jccm.es for direct PDFs; fega.gob.es due to robots.txt timeout; sede.carm.es and carm.es with HTTP 403 error; ccdrc.pt via robots.txt. For the calls concerned, alternative official sources were used (INAP 'La Administración al Día', Red PAC of MAPA, the regional PEPAC Castilla-La Mancha portal, BORM, BOJA) and the limitation is flagged in the notes of the individual call.
  • The Red PAC (MAPA) buscador de ayudas is the most complete survey source for Spain, but at the verification date the last indexed record dated back to 28 July 2026: convocatorias published in August 2026 may not yet be present. The filters by intervention, comunidad autónoma and year cannot be reliably invoked via querystring, so the review was carried out by browsing the pages in reverse chronological order.
  • For Spain, no open or verifiable 2026 convocatoria was found for interventions 6841.1 and 6841.2 (on-farm investments) in Andalusia, Castilla y León and Extremadura. In Andalusia the pages for intervention 6961.1 were still stuck at the resolution of the 2024 convocatoria; in Castilla y León the last orden published dated from 30 June 2025; for Extremadura the only 2026 convocatorias traced concern LEADER (7119) and cooperation for the promotion of quality products (7132). It cannot be inferred that none exist: the acts may have been published in the regional boletines without the thematic pages being updated.
  • Deadlines expressed as 'X months from publication' have been converted into specific dates where the calculation was unambiguous (Murcia, intervention 6843.1: 23 October 2026) and left as null where the deadline extension or the criterion did not allow a certain calculation (Andalusia, intervention 68422). In these cases the conversion must be confirmed against the full text of the act.
  • For the Andalusian convocatoria for intervention 68431 (regadíos), the 'open' status derives from the fact that it is an application window procedure open until funds are exhausted: no closure notice was found, but neither was there positive confirmation that the plazo was still open on 27 August 2026.

  • For Portugal, no calls from the Autoridades de Gestão of the Açores and Madeira were surveyed: on the PEPAC Madeira portal the 'Avisos' sections of the seven F.1 sub-interventions (including F.1.4 collective irrigation) were empty at the time of verification, and PEPAC Açores was not inspected in detail.
  • The access requirement for Italian businesses is not explicitly stated in any of the acts consulted, either in Spain or in Portugal. What is reported in the accessoImpreseItaliane field is reconstructed from the subjective requirements of the convocatorias (active/professional farmer, registration in the regional registers, local NIF, location of the explotación) and must be confirmed case by case with the competent paying agency before any commitment.
  • No Spanish national aid outside the CAP was surveyed (PERTE Agroalimentario, Plan de Recuperación, Transformación y Resiliencia lines on regadíos managed by SEIASA, tax reliefs and SAECA guarantees): the MAPA page on the sustainable management of regadíos was opened but contains no active convocatorias, and the web research budget ran out before these lines could be verified against an official source. The same gap concerns the Portuguese national instruments outside PEPAC (PRR, Banco Português de Fomento credit lines).

Irlanda e paesi nordici

  • IRELAND - The TAMS 3 tranche dates are not published on the gov.ie fact sheets for the individual schemes, which report only rates, ceilings and requirements. The closure of tranche 13 on 4 September 2026 and the full 2026 calendar (6 March, 5 June, 4 September, 4 December) come from the calendar announced by DAFM and taken up by the Irish specialist farming press (Agriland), not from an official page that I was able to open and read. The press-releases section of gov.ie is blocked by robots.txt and it was not possible to read its releases. Confirmation of the tranche under way must be requested from DAFM (tams@agriculture.gov.ie, +353 539 163 425).
  • IRELAND - Tranche 12 was extended from the scheduled deadline of 5 June 2026 to 19 June 2026: deadline extensions are recurring practice in TAMS 3 and the date of 4 September 2026 may also slip.
  • DENMARK - The body indicated by the client, Landbrugsstyrelsen, no longer exists: its functions have passed to SGAV (sgav.dk) and LFST (lfst.dk) under the Ministeriet for Grøn Trepart. The lbst.dk domain remains active and still hosts the Tilskudsguide, but some fact sheets have been removed (the 'miljoe-og-klimateknologi-2025-2027' page returns 404). The migration of the content must be monitored.
  • DENMARK - The dates of the 2026 round of Miljø- og klimateknologi (1 October - 1 December 2026) and the breakdown into nine areas come from the udkast of the bekendtgørelse under consultation from 29 June to 7 August 2026, not from an opening notice published by SGAV. The previous round had already been postponed without explanation in October 2025: confirmation must be sought on sgav.dk in the weeks before 1 October.
  • DENMARK - The Tilskudsguide on lbst.dk is generated via JavaScript and its search engine with status filter ('Åben for ansøgning' / 'Åbner snart' / 'Lukket') is not readable by the automated tools used. It therefore cannot be ruled out that other Danish measures are currently open and not surveyed in this sheet. At the verification date I identified no open Danish on-farm investment measure: the only open measure found (Klimatiltagsprogrammet) is reserved for research bodies.
  • DENMARK - I found no evidence of a 'Modernisering af kvægstalde' measure active in the 2023-2027 programming period: the available sources refer to the 2020 edition and to a 2023 bekendtgørelse, both closed. The measure requested by the client appears not to be under way.
  • SWEDEN - The rules are national but the dates are decided by the 21 Länsstyrelser: the dates given in this sheet are verified for the county of Skåne (and, for irrigation reservoirs, also for Västra Götaland) and are NOT automatically valid elsewhere. For each project the website of the Länsstyrelsen of the county where the land is located must be consulted. The Västra Götaland page also warns that the programming may change during the year.
  • SWEDEN - The Länsstyrelsen Västra Götaland page on the investeringsstöd för ökad konkurrenskraft was unreachable (404 on the URL tried): that county's rounds for livestock buildings, new technology, dryers and greenhouses have not been verified.
  • SWEDEN - The national Jordbruksverket pages do NOT explicitly list irrigation and precision technologies among the eligible expenditure of the investeringsstöd för ökad konkurrenskraft: the only potentially relevant item is 'ny hållbar produktionsteknik'. The only explicitly water-related Swedish measure is the one on irrigation reservoirs (bevattningsdammar). The eligibility of irrigation systems and sensors must be verified case by case with the Länsstyrelsen.
  • SWEDEN - None of the Swedish measures surveyed publishes a dedicated budget for 2026, with the exception of the 2025 budget of the investeringsstöd för robust primärproduktion. The dotazione_eur fields are therefore almost all null.
  • FINLAND - Administrative reform: from 1 January 2026 the ELY centres are replaced by the 'elinvoimakeskukset'. The ely-keskus.fi domain indicated by the client may contain obsolete or migrating content. Some maaseutu.fi pages return a 403 error and it was not possible to read them.
  • FINLAND - The national conditions (rates, hakujaksot) are uniform and published by Ruokavirasto, but the decision on and the application of the selection criteria rest with the territorially competent elinvoimakeskus, which publishes its own 'valintajaksot'. No budget per hakujakso is published at national level.
  • FINLAND - The 'Maaseudun yritystuet - yrityksen investointi- ja kehittämistuet' measure is reported with almost all fields null because the official page publishes no 2026 dates, rates or amounts. The competent elinvoimakeskus must be contacted.
  • CURRENCY CONVERSIONS - The euro amounts for Denmark and Sweden are indicative conversions calculated at 7.46 DKK/EUR (Danish krone, pegged to the euro) and 11.0 SEK/EUR (Swedish krona, floating and therefore less reliable). The original amounts in national currency are given in the dotazioneValutaOriginale field and in the contributo fields: refer to those.
  • ACCESS FOR ITALIAN BUSINESSES - In none of the four countries do the official sources consulted explicitly state a residence or establishment requirement for access to the aid. The requirements I was able to verify are operational and territorial (national business identification number: CVR in Denmark, organisationsnummer in Sweden, Y-tunnus in Finland; farm located in the country; access to the online platforms with national electronic identity - MitID, BankID, Suomi.fi, agfood.ie). In Sweden the only explicit time requirement found is that of the investeringsstöd för robust primärproduktion, which requires at least 2 years of activity in Sweden. The accessoStranieri field is left as null in all other cases because it is not stated by the source.
  • COVERAGE - I was not able to survey exhaustively the national aid outside the CAP (guarantees, tax reliefs, structural funds) for any of the four countries: the session's web research budget ran out before this check could be completed. For Ireland in particular I did not verify the SBCI financial instruments (Growth and Sustainability Loan Scheme) or accelerated depreciation, which are to be treated as leads to be investigated, not as confirmed data.
  • NOT SURVEYED - Åland Islands (Finland): they have a separate rural development programme not covered by this sheet. Northern Ireland: it is the United Kingdom, outside the CAP, excluded.

Bandi europei a gestione diretta

  • POST-2027 MULTIANNUAL FINANCIAL FRAMEWORK - a relevant flag for anyone planning investments. On 16 July 2025 the Commission presented the proposals for the 2028-2034 MFF, which radically alter the structure of the CAP: the two-pillar structure is superseded and the CAP is merged into the National and Regional Partnership Plans, with an overall NRP fund budget of EUR 865 billion. At least EUR 300 billion remains ring-fenced for agriculture, of which EUR 293.7 billion for income support and EUR 6.3 billion for a 'Unity Safety Net' against market disturbances; a further EUR 453 billion is accessible to Member States for national needs including agriculture and rural development. Member States will be able to submit the drafts of the national plans in 2027, for Commission approval before the start. Agriculture ministers discussed the proposals on 7 January 2026.   • CONTINUITY UNTIL 2027 - the 2023-2027 CAP Strategic Plans remain the operational reference instrument until the end of 2027 and national and regional calls continue to be issued on that basis. It was not possible, however, to verify on the official page consulted an explicit statement on legal continuity until 31 December 2027: the information is inferred from the programming period and must be confirmed.
  • CAP SIMPLIFICATION PACKAGE - the Council gave final approval to the CAP simplification package on 18 December 2025 and on 23 January 2026 the Commission announced further simplification measures worth an estimated EUR 215 million in burdens saved for farmers and national administrations. The precise content of the amendments was not read on the primary sources in this research and has therefore not been translated into individual call sheets.
  • EUROPEAN WATER RESILIENCE STRATEGY - the strategy exists and has been endorsed by the Council, but it does NOT appear to have generated its own autonomous funding line with dedicated calls. Water resources continue to flow through Horizon Europe Cluster 6, the Water4All partnership, the LIFE programme and EIB loans. In 2026 the Commission opened a consultation on a digital action plan for the water sector (27 May 2026) and two calls for evidence on the future research and innovation strategy on ocean and water (15 June 2026): these are signals of future calls, not calls.
  • INNOVATION FUND - has no agricultural line. The IF25 Net-Zero Technologies call opened on 4 December 2025 and closed on 23 April 2026, with results expected in the third quarter of 2026; the eligible sectors are energy-intensive industries, renewables, storage, carbon capture and use, mobility and zero-emission construction. It was not possible to verify whether an IF26 call is already scheduled for the end of 2026: it is plausible on the basis of the annual cadence, but not confirmed.
  • JUST TRANSITION FUND - excluded from this catalogue because it is NOT directly managed: it operates under shared management through the Territorial Just Transition Plans approved at Member State and regional level. Any agricultural lines must be sought in the regional calls, not on the Funding & Tenders Portal.
  • INTERREG - partial and largely negative coverage. Interreg Central Europe: no call open or planned, the strategic capitalisation call closed on 27 November 2025 was the last of the programming period. Interreg Danube Region: the last call identified is the third, closed on 15 December 2025. Interreg Alpine Space: no open or planned call appears on the programme home page, which reports that it is focused on preparing the successor programme 2028-2034. Interreg ADRION: NOT verified, the session's web research budget ran out before it could be checked. Only Interreg Euro-MED has active calls, surveyed in the sheet.
  • EUROPEAN PARTNERSHIPS - the co-funded partnerships (Water4All, Agroecology, Agriculture of Data) are formally part of Horizon Europe but are NOT purely directly managed: the application is submitted on a centralised platform, while the funding and the cost eligibility rules depend on the national agency of each partner. Before investing in the preparation, it is always necessary to verify that the Italian agency is taking part in that specific round. For the first Agriculture of Data call, Italy was not among the funders.
  • EIT FOOD - not surveyed in call sheets. EIT Food, part of the European Institute of Innovation and Technology, has several calls open in autumn 2026 on landscape-scale regenerative agriculture (Serbia, deadline 7 September 2026; Extremadura in Spain, 10 September 2026; southern Finland, 8 October 2026; Lower Silesia in Poland, 14 October 2026). These are calls geographically restricted to specific territories and of limited amount, not verified individually against the primary sources: they must be checked on https://www.eitfood.eu/open-calls-overview before any use.
  • TWO-STAGE TOPICS WITH DEADLINES IN SEPTEMBER 2026 - the Horizon Europe Cluster 6 two-stage topics have second deadlines on 15 September 2026 (FARM2FORK, including the open topics on the competitiveness of the agricultural sector and organic farming), 23 September 2026 (BIODIV, CIRCBIO, ZEROPOLLUTION) and 30 September 2026 (GOVERNANCE). These deadlines do NOT constitute application opportunities: they are reserved for proposers already preselected in the first stage, closed on 16 April 2026. They have therefore not been surveyed as accessible calls.
  • LIFE - partial coverage of the Clean Energy Transition sub-programme. The LIFE 2026 round was launched on 21 April 2026 with EUR 601.5 million in total. The three standard action project lines most relevant to agriculture and the strategic nature projects have been surveyed. NOT surveyed in detail are the numerous coordination and support actions of the Clean Energy Transition line (EUR 85.5 million, deadline 22 September 2026), the operating grants for NGOs (EUR 15 million) or the strategic integrated projects for the environment (EUR 58 million) and for the climate (EUR 30 million), which share with the SNaPs the two-stage calendar with a concept note due on 3 September 2026.
  • CO-FINANCING RATES - the rates given for LIFE (60%, 75% for priority habitats and species) and for Interreg Euro-MED (80% ERDF) are the general programme rates, not re-read against the 2026 call documents in this research. They must be confirmed on the individual call document before building a financial plan. The Horizon Europe rates (100% for RIA and CSA, 70% for businesses in Innovation Actions, 25% flat rate for indirect costs), by contrast, are rules of the General Annexes to the work programme and are stable.
  • VERIFICATION METHOD - the dates, statuses and budgets of the Horizon Europe, LIFE and EIC topics were verified on 27 August 2026 by querying the public data endpoint of the Funding & Tenders Portal (ec.europa.eu/info/funding-tenders/opportunities/data/topicDetails/<topic-id>.json), which returns the dates in epoch milliseconds, subsequently converted. The following topics were verified individually: ZEROPOLLUTION-03, BIODIV-02, BIODIV-06, CIRCBIO-05, CIRCBIO-09, SOIL-01, SOIL-04, FARM2FORK-03, the four LIFE topics and the EIC topics. The complete list of the topics of the Cluster 6 2026 round, by contrast, comes from a secondary synoptic table and has not been re-verified item by item.
  • RESEARCH LIMIT - the session's web research budget (200 queries) ran out before the completion of the checks on Interreg ADRION, on the European Mission 'Adaptation to Climate Change' and on the existence of an AGRIP 2027 work programme. These three points remain unverified.
  • NO ESTABLISHMENT REQUIREMENT - unlike the national CAP calls, none of the calls surveyed here requires establishment, tax residence or registration in agricultural registers in a specific country. For an Italian business with land abroad this means that the access constraint is solely the composition of the partnership and, for AGRIP, the legal form of the proposer. The only instrument genuinely accessible to a single business without partners is the EIC Accelerator.

Polonia, Cechia, Slovacchia e Ungheria

  • POLAND - serious technical limitation: all www.gov.pl/web/... pages (ARiMR and MRiRW) consistently returned a ROBOTS_DISALLOWED error on automatic retrieval, with robots.txt unreachable. It was therefore not possible to open any official ARiMR call sheet. The official sources actually opened were: the official attachment gov.pl/attachment/ccdfbbef-ffb0-4831-abae-53cd83ae2a17 ('HARMONOGRAM NABORÓW 2026_terminy.xlsx') and the national rural network portal KSOW+ (ksowplus.pl). As a result, budget, aid intensity and ceilings are almost always missing for the Polish calls.
  • POLAND - the official ARiMR 2026 calendar contains no nabór for the intervention on the modernisation/competitiveness of agricultural holdings (I.10.1) or an intervention dedicated to nawadnianie (irrigation). The 'Rozwój małych gospodarstw' intervention had its last window from 1 October to 28 November 2025. These are the three strands cited in the brief that turn out NOT to be available in 2026: data to be re-verified at every update of the harmonogram, which ARiMR declares to be indicative and subject to change.
  • POLAND - the aid limit of intervention I.10.7.1 (100,000 minimum / 10,000,000 maximum) could not be read on an official source: the currency (PLN or EUR) remains to be confirmed. All the Polish amounts are in zloty and none of the sources consulted provided an official exchange rate, so dotazione_eur is always null.
  • CZECH REPUBLIC - the paying agency website szif.gov.cz responds with a CAPTCHA screen to every automated request: no SZIF page or PDF was opened. The Czech information derives from the ministerial portal mze.gov.cz (full 2026 calendar, read in its entirety) and from the official announcement of the 8. kolo published by the Národní lesnický institut (nli.gov.cz).
  • CZECH REPUBLIC - several document pages on mze.gov.cz containing the 'Pravidla' and the 'Specifické podmínky' of the 8. kolo (interventions 34.73 and 49.75, obecné podmínky) returned a 403 error on fetch: the existence and the title of the documents are documented, their content is not. Aid intensity, expenditure ceilings and detailed beneficiaries of the Czech interventions are therefore unverified.
  • CZECH REPUBLIC - the allocations in Kč reported come from the ministerial calendar, which specifies that they are indicative annual allocations of the SP SZP for financial year 2026, converted by the source at an exchange rate of 25 CZK/EUR. They are not the definitive budgets of the individual kola: a sector source indicates for the 8. kolo a total of around CZK 2.4 billion against the CZK 2.17 billion added up from the harmonogram for the five interventions involved.
  • SLOVAKIA - the ministry website mpsr.sk returned a 403 error and the apa.sk/vyzvy listing page loads the calls via JavaScript and cannot be extracted. Only the two call sheets whose URL it was possible to guess were opened successfully (7/SP/2026-73.4 and 9/SP/2026-73.7). Also published in 2026 are the výzvy 8/SP/2026-73.5, 10/SP/2026-73.8, 11/SP/2026-73.13 and 12/SP/2026-73.16 (the latter two on forestry interventions, with updates up to 24 August 2026), but it was not possible to open their pages or to establish with certainty the subject of interventions 73.5 and 73.8: they have not been surveyed so as not to report unverified data.
  • SLOVAKIA - neither of the two call sheets opened reports in plain text the indicative financial allocation, the support percentage or the expenditure ceilings: these parameters are contained in the 'Príručka pre žiadateľa' and in the downloadable annexes, which cannot be extracted. The dotazione_eur, contributo and spesa_min/max fields therefore remain null or partial even for a euro-area country.
  • HUNGARY - it was not possible to verify the existence of a 2026 call for irrigation (öntözésfejlesztés): the only two irrigation calls of the KAP Stratégiai Terv traced (KAP-RD12-RD01c-1-24 and -2-24) are closed as of 2025 and the társadalmasítás section did not flag a new one under consultation at the verification date.
  • HUNGARY - unresolved discrepancy on call KAP-RD09a-2-26: the detail sheet indicates only two windows closed in July 2026, while the call listing on the same portal indicates a submission period running until 28 April 2027. Similarly, the young farmers call KAP-RD05-RD01b-1-25 is declared 'Aktív' but the windows read all turn out to be concluded and their sequence is inconsistent. Both must be re-verified on the official sheet before any planning.
  • CROSS-CUTTING - the 'accessoImpreseItaliane' field and the 'accessoStranieri' field of each call are null or generic because none of the official sources opened in these four countries explicitly states the access conditions for a non-resident business. What is documented is that in all four systems the application goes exclusively through a national platform that requires prior registration in a register of beneficiaries (PUE ARiMR in Poland, Portál farmáře SZIF in the Czech Republic, ISPP23plus in Slovakia, Ügyfél-nyilvántartási rendszer of the Magyar Államkincstár in Hungary), and that in Slovakia the absence of overdue debts towards the Slovak State is required. This in practice presupposes a registered local structure: it must be verified case by case with a local adviser.
  • CROSS-CUTTING - this session's web research budget ran out (200 searches) before national aid outside the CAP could be examined in depth: for Poland the existence of subsidised credit lines and ARiMR/BGK guarantees is documented (including a low-interest loan of up to PLN 200,000 for running costs announced on 26 August 2026 on KSOW+, and the 'Agromax' instruments of Bank Gospodarstwa Krajowego available continuously in 2026), but it was not possible to open their official sheets; for Hungary (Széchenyi Terv Plusz), the Czech Republic (PGRLF) and Slovakia no survey of national aid outside the CAP was carried out. This part of the brief remains uncovered.
