A block of rural business aid split into three strands: start-up aid (new businesses and ownership transfers), development aid (improving products, services or business models) and investment aid (upgrading premises, machinery, production capacity and energy efficiency). Eligible are sole traders, general and limited partnerships, limited companies and cooperatives, plus SMEs and farms with diversified operations. The business must be located in an eligible rural area, a mild condition given that around 95% of Finland is classed as rural. The investment strand is the Finnish channel for processing activities and for energy-efficiency works that fall outside farm investment in the strict sense. A specific investment aid exists for agricultural product processing companies.

Note: rural business aid generally follows a calendar of regional valintajaksot distinct from the four hakujaksot of farm investments.
