CAUTION, ADMINISTRATIVE REFORM UNDER WAY: since 1 January 2026 the ELY centres (ELY-keskukset) have been replaced by 'elinvoimakeskukset' (economic vitality centres), which are now the bodies that assess and decide agricultural and rural investment applications. The framework remains three-tier: the Ministry of Agriculture and Forestry (mmm.fi) sets policy, Ruokavirasto is the paying agency and publishes uniform national conditions, the elinvoimakeskukset decide, and Leader groups handle part of the rural business aid. The distinctive Finnish feature is the 'hakujakso' system: applications can be submitted at any time through the Hyrrä portal, but they are collected and ranked over fixed selection periods. For farm investments and young farmer start-up there are four periods a year: 16 Oct-15 Jan, 16 Jan-15 Mar, 16 Mar-15 Aug, 16 Aug-15 Oct. Support combines a grant with an interest-subsidised loan. The Åland Islands run a separate programme.
The sources consulted do not state an explicit residence requirement. The verifiable requirements are: a Finnish business identity code (Y-tunnus), mandatory for all investment measures; a farm located in Finland (or, for aid to rural businesses, premises in an eligible rural area - around 95% of the territory); and access to the Hyrrä portal with Finnish Suomi.fi electronic identification. For young farmer start-up aid, qualifications or professional experience recognised in Finland are also required, together with income from the farm business of at least EUR 22,000 a year within four years. The formal requirement of establishment or tax residence is not verifiable from the open sources consulted.
