What it funds

Start-up aid for those taking up farming for the first time in Finland. The maximum package comprises a grant of up to EUR 40,000, interest subsidy and tax exemption worth up to a further EUR 40,000, and an interest-subsidised loan of up to EUR 250,000. Requirements are demanding: under 41 years of age, first-time set-up, a secondary-level natural resources qualification or three years of farming experience, plus at least 20 weeks of business training including 10 weeks in finance. The business plan must demonstrate profitability and the applicant must reach at least EUR 22,000 of annual entrepreneur income within four years of approval, and the required professional competence within 36 months. Applications are filed in Hyrrä and assessed by the elinvoimakeskukset by hakujakso, with four periods a year. The currently open period runs from 16 August to 15 October 2026; projects must be completed by 30 June 2029.

Notes and caveats

Documents to be attached include loan offers from at least three banks, the business plan, educational credentials and tax documentation. The recognised-qualification and documented-experience requirements make this measure in practice hard to use for someone not already established in Finland. No budget per hakujakso published.
