CAP Strategic Plan 2023-2027 financial instrument (MES loans)

What it funds

Continuously open financial instrument, running from 1 January 2026 to 11 March 2029, endowed with EUR 55,000,000 of which EUR 33,000,000 from EAFRD and EUR 22,000,000 national co-financing. It provides growth loans, investment loans co-financed with banks, and working-capital loans to farming, food-processing and rural businesses making sustainable investments that the market does not adequately finance. The interest rate is the European Commission base rate (2.71% from 1 July 2026) plus a margin set by credit rating and collateral, fixed at contract signature. Loan funds cannot pre-finance a grant and a grant cannot repay the loan.

Who can apply

Businesses operating in rural areas in agriculture, food processing and collective activities carrying out sustainable investments.
