How support works here
Estonia runs everything nationally: the Ministry of Regional Affairs and Agriculture (agri.ee) is the managing authority of the CAP Strategic Plan 2023-2027, while PRIA is the sole paying agency and the sole entry point. Investment support works through application rounds (taotlusvoor) with opening and closing dates set by ministerial decree and published on pria.ee/toetused, which has three tabs: open, upcoming (algavad taotlusvoorud) and closed rounds. Applications are filed only electronically through the e-PRIA portal, after registration in the PRIA client register. Each measure's conditions are set by a decree published in the Riigi Teataja. Some measures (rural competitiveness, financial instrument) run as continuous windows and can be suspended when demand exceeds the budget.
What an Italian business needs
Not explicitly verified against an institutional source. From the conditions of the measures read, the applicant must be a sole trader (FIE) or a company entered in the Estonian commercial register, registered in the PRIA client register and with its farming activity and investments in Estonia; the turnover requirements (e.g. EUR 10,000-250,000 for small farms, EUR 40,000 for rural competitiveness) refer to the applicant business. In practice an Italian business operates through a controlled Estonian company. PRIA does not publish a page dedicated to foreign entities.
