In Latvia the managing authority for the CAP Strategic Plan is the Ministry of Agriculture (zm.gov.lv) and the single paying agency is the Rural Support Service (Lauku atbalsta dienests, LAD). Investment aid is organised into interventions coded 'LA' (LA 4.1.1 competitiveness, LA 4.1.3 animal welfare, LA 4.1.4 energy, LA 4.2 processing, LA 4.3 infrastructure, LA 5 small farms, LA 6 young farmers) and is activated through project submission rounds (projektu iesniegšanas kārtas) typically lasting three to eight weeks, with a budget fixed for each round. The calendar and amounts are published on LAD's catalogue pages and in its news section; applications are submitted electronically through LAD's Electronic Application System (EPS). Conditions are set by Cabinet of Ministers regulations (MK noteikumi).
Not verified against a dedicated institutional source. From the rules of the measures, the applicant must be registered as an LAD client and must carry out the investment in Latvian rural territory; the eligibility thresholds (the economic size of the holding, the share of farm income) refer to the holding registered in Latvia. In practice a company or farm registered in Latvia and entered in the LAD client register is needed.
