Portugal's 2023-2027 CAP Strategic Plan (PEPAC Portugal) is national, with IFAP as the single paying agency, but delivery of investment interventions is split between three territorial Managing Authorities: PEPAC no Continente (pepacc.pt), PEPAC Azores and PEPAC Madeira (pepac.madeira.gov.pt). On the mainland each intervention is activated through successive 'concursos': the Managing Authority publishes a Notice of Opening of Applications carrying the intervention code (e.g. C.2.1.1 productive farm investment, C.2.2.1 young farmer set-up premium, D.3.2 improving the sustainability of existing irrigation schemes), together with a Technical Guidance note and the governing Portaria. Windows are short, typically three weeks to three months, and close at 17:00 on the stated day. An annual Indicative Plan for the Opening of Applications, updated several times a year, signals which interventions will open in each quarter: the version updated on 13 August 2026 foresees around EUR 177 million of calls in the second half of 2026. Applications are filed on IFAP systems after beneficiary identification.
Not verified against the texts of the avisos consulted. In Portuguese practice, applications require the Identificação do Beneficiário with IFAP, and therefore a Portuguese NIF, and the registration of the areas in the Parcelário/iSIP with the holding located in Portugal; for the interventions of the PEPAC no Continente the operation must also fall within the territory of the Continente. The avisos and portarias consulted do not contain an explicit statement on access by non-resident entities: this point must be verified directly with IFAP.
