In Slovenia the cycle is split: the Ministry of Agriculture, Forestry and Food (MKGP) drafts and publishes the public calls (javni razpisi) in the 'Javne objave' section of gov.si and in the Official Gazette (Uradni list), while the paying agency ARSKTRP receives, assesses and pays the applications. Applications are submitted exclusively online through the E-kmetijstvo application with SI-PASS authentication. Each intervention has a code (IRP02 productivity and digitalisation, IRP16 climate adaptation of permanent crops, IRP40 individual irrigation, IRP24 young farmers, IRP05 land consolidation, IRP31 EIP projects) and is opened through annual calls of modest size but high frequency. The skp.si portal acts as the public showcase of the Strategic Plan, with a descriptive sheet for each intervention and the indicative publication timetable. Compared with Croatia, per-call budgets are smaller (EUR 0.5 to 14 million) but the calendar is denser.
The Slovenian calls for farm investments are addressed to the holder of a kmetijsko gospodarstvo entered in the Register kmetijskih gospodarstev (RKG) and identified by a KMG-MID number: the holding and the land covered by the investment must therefore be registered in Slovenia. The sub-measures are differentiated by legal form (kmetije = family farms; pravne osebe in samostojni podjetniki = companies and sole traders), which also opens access to limited companies, provided they are registered in Slovenia and entered in the RKG. For intervention IRP40 on irrigation, a final decision introducing the irrigation system (pravnomočna odločba o uvedbi namakalnega sistema) is also required, together with the relevant water concessions and environmental permits. Access to the E-kmetijstvo portal requires SI-PASS credentials. An explicit nationality requirement is not stated by the sources consulted: the constraint is the Slovenian registration of the holding.
