How support works here
Spain has a single national CAP Strategic Plan (PEPAC), drafted by the Ministry of Agriculture (MAPA) and coordinated for payments by FEGA, but the rural-development interventions that matter for farm investment (6841.1 and 6841.2 on-farm investment, 6842.2 processing and marketing, 6843.1 irrigation infrastructure with environmental objectives, 6961.1 young farmer set-up) are programmed and called by each autonomous community. Every region publishes its own regulatory bases (orden) and then an annual call with the application window: the acts appear in the regional gazettes (BOJA in Andalusia, BOCYL in Castilla y León, DOCM in Castilla-La Mancha, BORM in Murcia, DOGV in the Valencian Community, BOA in Aragón, DOE in Extremadura) and the extract is mirrored in the national subsidy database (BDNS). Timing is not harmonised: in 2026 windows opened between January (Aragón, Castilla-La Mancha, Andalusia) and July (Murcia irrigation), lasting one to three months. The single most useful national inventory is the Red PAC (MAPA) aid search engine, which indexes PEPAC calls from all 17 regions.
What an Italian business needs
There is no rule excluding EU businesses, but all the convocatorias checked impose requirements that presuppose a structure registered in Spain: being an 'agricultor activo' and, in most cases, an 'agricultor profesional' within the meaning of Ley 19/1995, holding a Spanish NIF, being entered in the registers of the competent comunidad autónoma (e.g. REACYL in Castilla y León; the Registro de Explotaciones Agrarias of the CCAA elsewhere; the Registro de Industrias Agroalimentarias for intervention 68422 in Andalucía), having the explotación located in the territory of the CCAA issuing the call, submitting the Solicitud Única and being compliant with Spanish tax and social security obligations (Agencia Tributaria and Seguridad Social/RETA). In practice an Italian business with land in Spain must operate through a Spanish company or a Spanish permanent establishment holding the explotación. The sources consulted do not contain an explicit statement on access by non-resident entities.
