Investment support is managed entirely at national level: the Ministry of Agriculture, Forestry and Fisheries sets the rules through Pravilnici published in the Official Gazette (Narodne novine), while the paying agency APPRRR publishes the individual calls (natječaji) and receives applications through the AGRONET online portal. Each CAP Strategic Plan intervention has a numeric code (73.10 primary production investments, 73.11 processing, 74.01 public irrigation systems, 75.01 young farmers) and is opened in successive windows, with deadlines differentiated by sector and by the economic size of the holding. The multi-annual calls timetable (Plan objave natječaja 2023-2027) is published and periodically updated on ruralnirazvoj.hr, allowing applications to be planned months ahead. As of 27 August 2026 only two calls are open: the second 73.10 call (EUR 90 million) and the fourth 76.01 call on production insurance.
The Pravilnik for intervention 73.10 (NN 132/2023) requires the beneficiary to be a natural or legal person entered in the Upisnik poljoprivrednika (the Croatian register of farmers) for at least one year as at the date the application is submitted, or a recognised producer organisation; legal persons must show at least one employee. A minimum economic size is also required (SO above EUR 10,000 for fruit, vegetables and flowers; above EUR 15,000 for the other sectors). In practice an Italian business must operate through a Croatian legal entity (d.o.o., obrt or OPG) that holds the land and is entered in the Upisnik, with access to AGRONET through Croatian credentials. The source does not expressly state a nationality requirement: the operational constraint is registration in the Croatian register, not the nationality of the shareholder.
