The Bulgarian CAP Strategic Plan (Strategic Plan for Agricultural and Rural Development 2023-2027) is managed by the Ministry of Agriculture and Food through its Rural Development, Direct Payments, Market Measures and Livestock directorates; the paying agency is the State Fund Agriculture (DFZ). Investment interventions carry codes such as II.G.1, II.G.1.1, II.G.2, II.G.2.1. Application windows are called 'priemi' and are opened by ministerial order: more than 26 have been opened since November 2024, worth over EUR 2 billion in total. Applications are filed exclusively online through the DFZ electronic services system (seu.dfz.bg). Deadline extensions are frequent and are announced on mzh.government.bg and dfz.bg. For 2026 the ministry announced 11 new windows worth over EUR 440 million, with the large on-farm investment window (around EUR 278 million) expected in November.
The institutional sources consulted identify the beneficiaries as 'земеделски стопани' (registered farmers) and as recognised producer groups and organisations, that is, entities registered in Bulgaria; submission takes place through the DFZ's СЕУ system, which requires Bulgarian electronic identification. In practice a company under Bulgarian law registered as an agricultural producer is therefore needed. It was NOT possible to download the official 'Условия за кандидатстване' (the dfz.bg site rejects automated requests), so the exact condition applying to a non-resident entity remains unverified.
