Flanders' main instrument for supporting tangible on-farm investment, open in fixed quarterly windows. The rate is 15%, 30%, 40% or 50% depending on the sustainability level of the investment, with cumulative top-ups of 10 points for young farmers and for cooperation and 5 points for agro-ecological techniques and integrated pest management. Ammonia-reduction investments have their own rates of 40%, 65% or 80%, with a further 25 points for young farmers on investments at the 40% rate. The eligible investment ceiling is EUR 300,000 per farm over the whole period since 2023; there is no aid ceiling for ammonia investments. The itemised list of eligible investments is published in the 'VLIF-codelijst', updated every quarter, which covers irrigation systems and precision farming equipment.
Farms meeting the active farmer definition, with a minimum standard earning capacity of EUR 20,000; natural persons or partnerships subject to specific governance conditions; groups of farmers in which at least half of the members reach the EUR 20,000 threshold.
