In Belgium agriculture is an exclusively regional competence: there is no operational national level. Flanders and Wallonia have entirely separate programmes, portals, platforms, calendars and rates, and the Brussels-Capital Region is marginal in agricultural terms. In Flanders the Flemish Agricultural Investment Fund (VLIF) manages all investment aid through fixed quarterly windows: 20 January-31 March, 20 April-30 June, 20 July-30 September, 20 October-15 December, with submission on the e-loket portal. In Wallonia SPW-ARNE manages the 'Aides aux investissements' (interventions 351 productive, 352 non-productive, plus processing/marketing and diversification) through the AII-on-Web application accessed from the Guichet, with quarterly assessment blocks. The 2026 campaign introduced a substantial revision of the Walloon strategic plan, validated by the European Commission. Practical advantage: the calendars are predictable and recurring, so investment can be planned well in advance.

What an Italian business needs

Flanders: the source requires the status of 'actieve landbouwer' (active farmer) and a minimum standard earning capacity of EUR 20,000; the application is submitted through the e-loket portal of the Flemish administration, which requires authentication by means of a Belgian digital identity. Wallonia: the source requires being recognised as a farmer by SPW-ARNE, being identified as a 'P' partner (or 'J' for CUMAs) in the SIGeC system, carrying out the farming activity at least as a supplementary self-employed worker, complying with the definition of active farmer and having management accounts, an environmental permit and ACISEE certification for the storage of effluent. In both regions the holding must be registered and the areas declared in the competent region: an Italian business therefore needs a locally registered farm structure. None of the sources consulted explicitly states a specific rule for non-residents.
