France has a single CAP Strategic Plan but a two-headed delivery system: the State (ministry, DRAAF/DDT, ASP paying agency) handles direct payments, ANC payments, agri-environmental schemes and crop insurance through the Telepac portal, while the 13 metropolitan Regions are the EAFRD managing authorities for on-farm investment, irrigation, young-farmer setup and processing. Each Region issues its own 'appels a projets' on a dedicated Europe portal (Europe en Occitanie, Europe en Nouvelle-Aquitaine, BE EUROPE Grand Est, Europe en Region Sud) and processes them on its own platform (Europac, Euro-PAC, Mes demarches en Nouvelle-Aquitaine). FranceAgriMer separately runs EAGF sectoral measures (wine, fruit and vegetables), crisis aid and the France 2030 / sovereignty-plan instruments. A State-funded 'Fonds hydraulique agricole' is also rolled out as regional calls by the DRAAF services. Practical consequence: there is no single national calendar, and the same irrigation investment can be funded through three different channels depending on the region.
Verified only at the FranceAgriMer national level: the 'Achat d'engrais mineraux azotes simples' aid expressly requires the applicant to have 'son siege en France', to be an SME within the meaning of Reg. (EU) 2022/2472 and to be entered in the SIRENE repertory with an active SIRET number. The France 2030 scheme on irrigation required beneficiaries 'ayant leur siege en France metropolitaine'. For regional EAFRD aid the sources consulted do not explicitly state a rule for non-residents, but they generally require the status of 'agriculteur actif', MSA affiliation (the French agricultural social security scheme) and the location of the holding in the region: an Italian business must therefore in practice have a French structure (a farming company under French law of the EARL/GAEC/SCEA type, or a permanent establishment with a SIRET) and MSA affiliation. Specific condition for non-resident foreign applicants: null.
