Sweden has a single national CAP plan worth about SEK 61 billion for 2023-2027 (SEK 46bn EU, SEK 15bn national). The government sets the content, Jordbruksverket is managing authority and paying agency and writes the national rules, but the assessment of and decisions on investment applications are decentralised to the 21 Länsstyrelser (county administrative boards) and to Sametinget for the reindeer sector. This is the crucial point: the rules (rates, ceilings, eligible costs) are identical nationwide and published on jordbruksverket.se, but each Länsstyrelsen sets its own application windows. Some measures are filed 'löpande' (continuously all year), others only within locally fixed 'ansökningsomgångar' or 'utlysningar'. For an Italian business this means watching two sites: jordbruksverket.se for the conditions, and the site of the Länsstyrelsen for the county where the land sits for the dates. The main farming counties are Skåne, Västra Götaland and Östergötland.

What an Italian business needs

The sources consulted do not state an explicit residence requirement. The de facto requirements are: a business registered with a Swedish organisationsnummer carrying out its activity in Sweden (for support for robust primary production it is expressly required to have operated in Sweden for at least 2 years), ownership of the land covered by the investment or the written authorisation of the owner, and access to Jordbruksverket's e-tjänst, which presupposes a Swedish electronic identity (BankID) or a delegation to a representative who holds one. The formal requirement of establishment or tax residence is not verifiable from the open sources consulted.
