In Lithuania the managing authority is the Ministry of Agriculture (zum.lrv.lt) and the paying agency is the National Paying Agency (NMA, nma.lrv.lt). The system is strongly calendar-driven: each year the ministry approves by decree the tvarkaraštis, the schedule of application windows (paraiškų priėmimas) for all Strategic Plan measures, which NMA then publishes measure by measure through 'Kviečiame teikti paraiškas' announcements. The 2026 schedule was approved on 30 October 2025 and was subsequently amended to add new autumn windows. Applications are filed exclusively online through the ŽŪMIS system (zumis.lt). Many measures set separate ceilings for the 'capital region' (Vilnius) and for the rest of the country and can combine a grant with a subsidised loan.

What an Italian business needs

Not verified against a dedicated institutional source. From the conditions of the measures read, the applicants are natural persons who carry out farming activity and have registered a farm in their own name in the Lithuanian register of farms (Ūkininkų ūkių registras), legal persons carrying out farming activity in Lithuania and recognised agricultural cooperatives. The criteria (the economic size of the holding expressed in standard output, a share of at least 50% of revenue from farming activity) refer to the holding registered in Lithuania. In practice a registered Lithuanian structure is needed, and access to ŽŪMIS requires electronic identification recognised in Lithuania.
