In the Netherlands RVO is the sole paying agency and runs the entire CAP on behalf of the Ministry of Agriculture, but investment programming is strongly decentralised: the 12 provinces decide whether, when and with what budget to open the 'openstellingen' (call windows) for productive and non-productive investments, and they define the 'investeringslijst', the closed list of eligible equipment. Some provinces delegate assessment to intermediate bodies such as SNN in the north (Friesland, Groningen, Drenthe) and Stimulus in the south (North Brabant, Limburg). Direct payments and eco-schemes are instead claimed nationally through the 'Gecombineerde opgave', open in 2026 from 1 March to 18 May. Practical consequence: windows are short (often 6-10 weeks), competitive with ranking, and differ from province to province; in 2026 most productive investment windows were concentrated between December 2025 and February 2026, while autumn 2026 is devoted to non-productive investments.

What an Italian business needs

The RVO source on the young farmers measure requires registration in the Dutch Chamber of Commerce register (KVK) under SBI codes 011-016 (and 1051 under certain conditions), a minimum standard earning capacity of EUR 15,000 and the retention of the holding for at least 5 years. Submission takes place through Mijn RVO and requires eHerkenning at level 2+ with eH2+ authorisation, a credential issued only to entities registered with the Dutch KVK. For provincial investment aid the holding must also operate in the province opening the call. An Italian business must therefore have a company or permanent establishment registered with the KVK under an agricultural SBI code and an eHerkenning means of identification. None of the sources consulted states an explicit rule for non-residents.
