Investment support runs almost entirely through the CAP Strategic Plan 2023-2027 (EUR 15.83 billion, 89 interventions, approved by the Commission on 7 December 2022). MADR is the managing authority; AFIR runs the EAFRD investment interventions (DR-xx codes), APIA runs direct payments and per-head/per-hectare State aid. AFIR opens closed-window 'sesiuni de depunere', following an indicative annual calendar published by MADR that is frequently postponed: the January 2026 calendar scheduled DR-19 in February, DR-14 and DR-17 in March, DR-12/DR-18/DR-34 in April, but actual openings slipped to September. Applications are submitted online only, via depunerepspac.afir.ro; applicant guides and annexes sit in the 'Domenii de interventie' pages on afir.ro. At the verification date the AFIR homepage shows zero open sessions: the first two (DR-14 and DR-18) reopen on 1 September 2026.
All the AFIR interventions consulted are addressed to entities set up under Romanian law: the Schema ENERGIE expressly requires 'intreprinderi inregistrate la ONRC'; DR-14, DR-18 and DR-22 admit fermieri (with natural persons explicitly excluded), PFA/II/IF, SRL/SA, agricultural cooperatives and producer groups/organisations recognised by MADR. An Italian business that owns land in Romania must therefore operate through a company under Romanian law (typically an SRL) registered with ONRC, with the farm registered with APIA/the registrul agricol. In the open institutional sources no provision was found allowing the direct participation of an entity not established in Romania, nor any specific clause on beneficiaries with foreign capital (foreign capital is not in itself a ground for exclusion).
