EU direct management

EU direct-management calls do not pass through the Member States: they are published, evaluated and contracted by the European Commission or its executive agencies, and the single entry point is the Funding & Tenders Portal. There is therefore no establishment requirement in any specific country: an Italian company competes on equal terms with any other EU entity, and the land or facility addressed by the project may be located in another Member State. The real filter is not nationality but consortium composition: most Horizon Europe topics require at least 3 independent legal entities established in 3 different Member States or Associated Countries, and agricultural topics almost always require the multi-actor approach with direct involvement of farmers and land managers. The mono-beneficiary exceptions are the EIC Accelerator (single SME) and, partly, LIFE, where a sole beneficiary is admissible but co-financing stays at 60%. Budgets are denominated in euro and payments flow directly from the EU budget to the coordinator, who redistributes them to partners.
No requirement of local establishment, tax residence or entry in national agricultural registers. What is needed: (a) a legal entity established in an EU Member State or in a country associated with Horizon Europe; (b) a PIC (Participant Identification Code) obtained through free registration in the Participant Register of the Funding & Tenders Portal; (c) legal and financial validation by the Central Validation Service. An Italian business is fully eligible in all the programmes listed here. The operational constraint is the transnational partnership (as a rule at least 3 independent entities from 3 different countries), not the applicant's nationality. For AGRIP, by contrast, the applicant must belong to one of the categories set out in Reg. (EU) 1144/2014 (trade or inter-branch organisations, recognised producer organisations, agri-food sector bodies with a public service mission): a single farming or industrial business is NOT eligible.
