Germany has a single federal CAP Strategic Plan (managed by BMLEH), but the entire second pillar (EAFRD) is designed and implemented by the 16 Länder, each with its own paying agency, its own funding directives (Richtlinien) and its own application windows. The national co-financing framework is the GAK (Joint Task for the Improvement of Agricultural Structures and Coastal Protection), whose Rahmenplan sets the common framework; the main on-farm investment measure is the AFP (Agrarinvestitionsförderungsprogramm), implemented differently in each Land. Applications are never continuous: each Land opens one or more Antragszeiträume/Auswahltermine per year (e.g. NRW two windows, Bavaria one annual window closing 30 September, Lower Saxony a two-week window in March, Mecklenburg four fixed cut-off dates). Calls are published on the websites of the Länder agriculture ministries and the Chambers of Agriculture; the federal database foerderdatenbank.de aggregates all programmes. There are also federal non-CAP programmes run by BLE/FNR and subsidised loans from Landwirtschaftliche Rentenbank.
There appears to be no dedicated route for non-resident businesses. All the AFP directives consulted require the farm and the investment to be located in the granting Land, the business to reach the minimum size laid down by the Gesetz über die Alterssicherung der Landwirte (ALG), to derive more than 25% of its turnover from primary agricultural activity, to meet the EU definition of an SME and to have a Betriebsnummer registered with the Land in order to access the application portals (iBALIS in Bayern, Agrarantrag Online in Mecklenburg, the Landwirtschaftskammern portals in NDS and NRW). In practice a farm business unit established in the Land is needed, with a German tax position. The sources consulted do not explicitly state conditions for non-resident entities: to be verified case by case with the authority of the Land.
